Connection Manager is part of the install of Citrix Receiver. The file you are looking for is wfcrun I added the citrix authentication manager as default program.

Have you tried Chrome on your main work PC? It sounds odd that the ICA file is not even downloading. Also, you should try logging on as a test user to your main PC a user domain test user who has not logged on before to rule it out being a profile issue.
